    1. All Bijuu shall be created by the admins, but not for the Admins.
    2. An Admin cannot make a Bijuu for the village/country they currently reside in.
    3. A Jinchuuriki may be in a clan but will not be allowed that clan's BL.
    4. A Jinchuuriki MUST start at genin rank, no exceptions.
    5. ONE BIJUU PER VILLAGE!!!
    6. Bijuu will be given out according to the power rating of the village, stronger Bijuu go to weaker villages vice versa.
